The Social-Democrats tabled with Parliament the indictment against President Basescu - Versiune grafica
BUCHAREST - PSD submitted yesterday to Parliament the indictment against President Basescu which, the Social-Democrat leaders hope, will conduct to his impeachment. PSD specialists in Constitutional Law have been working for weeks to the 25 pages document which contains 25 counts, structured into four big categories of acts through which Basescu has allegedly infringed the Constitution.

The document, signed by 149 PSD and 33 PRM MPs, but backed also by PC, was submitted yesterday to the Standing Bureaus of Parliament, which will convey it to the Constitutional Court.

The Court will establish if the infringements of the fundamental law attributed to the head of the state are sustained, and if they rule positively, the request for impeachment returns to Parliament. If the vote cast in Parliament by the majority shows that President must be suspended, the latter is considered suspended for 30 days, when a referendum is organised in order to see what the population wants.

The PSD leader Mircea Geoana says that the first category of infringements of the Constitution refers to the “sequence of serious deeds through which Traian Basescu has broken the Constitution since the first day of his term of office.” These deeds are subordinated to the project defined by Traian Basescu through which he assumes the quality of “player-President.”

Some of the facts enumerated by Geoana, which fall within this category, are the deviation of the meaning of the elections from 2004, blocking Parliament through the successive attempts to change the speakers of the two Chambers, the approaches meant to determine the Premier to resign.

The second category of facts includes those through which Traian Basescu uses the institutions of the state and controls them through interposed persons, pointed out Geoana. He referred to the interference of President in the affairs of Justice, pointing to cases that should be opened, and also the case from CSM, and the wish to create a national intelligence community.

According to the PSD leader, the third category refers to the acts through which Traian Basescu has allegedly protected the ‘Mafioso’ interests from the profitable area of the Romanian economy. Geoana referred to ALRO resolution, about which he said that it represented an intervention of the head of the state, who acted through the ‘interposed advisers Theodor Stolojan and Elena Udrea.

The fourth category targets the fact that Traian Basescu turns the current political crisis into a state policy. Geoana pointed out that the facts included in this category refer to the snap elections threat, the actions against the leaders of the Opposition, and the accusations addressed to Parliament.
